 FY 2006 Strategic Program Area Reviews

BACKGROUND
Laws 1999, Chapter 148, Senate Bill 1365 established the Strategic Program Area Review to address a program's efficiency, effectiveness and necessity. The SPAR review results in decisions to retain, eliminate or modify the programs and a determination about whether the program area should be consolidated into one budget unit if the program area is being administered by more than one budget unit.
 
PURPOSE FOR SPAR
The SPAR process provides a system by which the Governor and Legislature can (a) monitor the efficiency and effectiveness of State government programs and functions and (b) determine which should be expanded, reduced, eliminated or assumed by other agencies. In this way, the Governor and the Legislature can consider whether the public policy represented by a program continues to benefit Arizona citizens. The SPAR process also:
  • Educates policy makers and the public about the purpose, priorities, and measurable accomplishments of a particular program and provides an opportunity for feedback.
  • Identifies opportunities to deliver more and better services to the public with the same or fewer dollars.
  • Recognizes programs that are well-managed
More important, the SPAR process helps State agencies:
  • Determine if program activities are achieving, or are leading to achieving, intended results
  • Focus on key strategic and operational issues
  • Identify potential improvements in efficiency, responsiveness and quality
  • Devise their own solutions to agency problems instead of having solutions imposed on them>
  • Improve resource allocation decisions by providing objective information about the program
  • Improve accountability to the Governor, the Legislature and the public
Overview of THE SPAR Process
Currently, the SPAR process is conducted in three distinct phases.

Phase I: Agency Self-Assessment
The agency responsible for a program, subprogram, or activity subject to SPAR initiates the process by conducting a Self-Assessment, which is consistent with the guidelines issued by OSPB. The Self-Assessments are due to JLBC and OSPB staff by June 1, 2005 for review during the 2006 legislative session.

Phase II: JLBC and OSPB Review and Findings
Next, the JLBC and OSPB staff will review the Self-Assessment submitted by the agency. The report of their findings will address the views of the two offices on the program's efficiency, effectiveness and necessity and whether the program area should be consolidated into one budget unit if more than one budget unit is administering the program area. It will also contain recommendations to retain, eliminate, or modify funding and related statutory references.

Phase III: Legislative Review
The Speaker of the House of Representatives and the President of the Senate are required to assign all strategic program areas to the appropriations committees. They may also assign the strategic program areas to an appropriate standing committee. The assigned standing committee shall hold at least one public hearing for the purpose of receiving public input and developing recommendations to the appropriations committees whether to retain, eliminate or modify funding and related statutory references for the strategic program area subject to review. If it is not assigned to an additional standing committee then the appropriations committee will take the same action.
